Campus Security at RCC

Campus Security

Rogue Community College maintains a cooperative relationship with the Josephine County Sheriff’s Office, the Jackson County Sheriff’s Office, the City of Medford Police Department, the City of Grants Pass Department of Public Safety and the Oregon State Police. The Rogue Community College Campus Security Department consists of the Director of Risk Management and the Risk Management Coordinator. The College also maintains a contract with a private security firm that provides security officers at the Redwood Campus, the Riverside Campus, and the Table Rock Campus. The contract security staff are unarmed, non-sworn personnel. Rogue Community College does not have a Memorandum of Understanding or other written agreement with outside police agencies, but enjoys a positive and cooperative relationship with state and local law enforcement.

After contacting 911, or local law enforcement, Campus Security should be notified of all criminal activity and emergency situations on campus. Reporting can be accomplished by the following means:

  • Campus Security at the Redwood Campus may be reached 24 hours per day 7 days per week via cell phone at 541-218-2930.
  • Campus Security at the Riverside Campus may be reached between 7am and 11pm Monday – Friday, and from 7am – 7pm on Saturday via cell phone at 541-218-2931.
  • Campus Security at the Table Rock Campus may be reached between 7am and 10:30pm Monday – Friday and between 7am and 7pm on Saturday via cell phone at 541-218-3639.

For all other reports please contact security at your campus. Report incidents for the Small Business Development Center-Downtown Grants Pass and the Illinois Valley Learning Center to Campus Security at the Redwood Campus.

Weapons on Campus

All firearms and other weapons are prohibited in college facilities and on college property except as outlined in RCC Administrative Procedure 3530 and ORS 166.360-370. The possession of a concealed handgun license under ORS 166.291 - 292 is NOT an affirmative defense while on college property.


Lost and Found

RCC Campus Security is a resource for individuals that have misplaced valuable and crucial items on campus. Valuable items are defined as items having a perceived value of over $50. Crucial items are items such as prescriptions, wallets, purses, keys, cell phones, etc.). RCC Risk Management will attempt to notify the owner of lost property if the owner can be identified.

Items that are considered either crucial or valuable will be held for 30 days. After 30 days these items will be discarded or donated, whichever is deemed appropriate. Items that are turned into Campus Security that are not considered crucial or valuable will be held informally for 24 hours. After such time, these items are given to the Campus Library. If you have lost an item on campus that is a crucial item or has a perceived value of over $50, call Campus Security at the campus at which the item was lost.

Campus Security does not accept Data Storage Devices, such as a flash drive, external hard drive, zip disk, memory card (of any type: CF, SD, SDXC, etc.)

All data storage devices that are found on campus go directly to the Computer Lab staff. Computer lab staff provide a basic lost and found service specifically for data storage devices. They will make a best-effort to identify the owner of the device and contact them via their RCC assigned student email to retrieve the device. Any data storage device not retrieved within 2 weeks will be securely erased and disposed of.

Campus Security does not hold items that are below $50.00 of value. If you know where you left your lost item, retrace your steps and ask any offices or departments that are within that vicinity if your item was turned in there. You may also check with the Campus Library on the campus your item was lost to see if it has been collected there.


Stalking and Protective Orders

When the Rogue Community College Risk Management Department receives a lawful Stalking or Protection Order from a victim or offender, the order is copied and filed in the Risk Management Office. If the order is temporary, the person dropping off the order is advised to bring another copy if a permanent order is issued. The Director of Risk Management will notify Campus Security staff so that they are aware an order exists. When the issue of two individuals who have orders (victim or restrained) are authorized to be on campus, the Risk Management Department along with the Compliance Coordinator will work together to make scheduling accommodations if permissible under the order and possible with current course availability. The goal is to work with both individuals to make sure they both have the opportunity to succeed.


Students with Sex Offenses

Rogue Community College (RCC or the College) Students with Sex Offenses Notification Procedure:

Information regarding registered sex offenders may be obtained from the Oregon State Police, Sex Offender Unit (503-378-3720). Any information obtained must be communicated with the Dean of Student Success/Compliance & Deputy Title IX Coordinator, April Hamlin [email protected]; 541-956-7255.

The Director of Advising & Compliance, & Title IX Deputy Coordinator will serve as primary contact for:

  • Students with sex offenses who self-identify.
  • Parole Officers seeking to provide identification information to RCC.
  • RCC personnel to whom students self-identify.
  • RCC personnel who may discover students identified in a public report.

Campus Assessment, Response, and Evaluation for Students (CARES) Team

Campus Assessment, Response, and Evaluation for Students (CARES) Team – CARES Team is a safe place for you to make referrals about a student you are concerned for.

Rogue Community College’s CARES Team is a proactive team that provides support to students who are struggling and/or exhibiting concerning behavior.  CARES Team is designed to help students, staff, and to further the mission of RCC.

Campus Security Authorities

Campus Security Authorities (CSAs) are individual employees of Rogue Community College who have been designated as CSAs because of specific duties or responsibilities associated with their position. A list of current CSAs is maintained by Risk Management. CSAs are required to forward all reports they receive in their role as a CSA to Campus Security. Confidentiality may be maintained but it will limit any further action by Rogue Community College.

Annual Security Report

Rogue Community College publishes an Annual Security Report no later than October 1st of each year in compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The Annual Security Report provides college employees, students and the overall community with information regarding crimes that have occurred on or around Rogue Community College campuses, policies and procedures utilized by the college to provide campus security and emergency management, programs offered by the college related to crime reporting and prevention and other relevant information. Trespass Warning & Appeal

Pursuant to Oregon Revised Statute 341.290, RCC Campus Security Officers are empowered to enforce all state laws, local ordinances, and College policies on College property. Consistent with their responsibility to ensure the campus remains safe, all RCC Campus Security Officers are authorized to issue a trespass warning to anyone under the following circumstances:

  • An individual has committed a crime.
  • An individual has violated a College policy or procedure.
  • An individual is engaged in threatening or disruptive behavior.
  • An individual is found in a location at a time or under circumstances that cause concern for the safety of persons and/or property on campus.
  • Following a request from a College administrator or other member of the College community where, after review by the Director of Risk Management, the request is deemed warranted.

Currently enrolled students and current employees of Rogue Community College will not be given trespass warnings, will not be added to the Trespass webpage maintained by Risk Management, and will not be subject to criminal trespass arrest unless approved in advance by the Director of Risk Management. The Director of Risk Management will consult with the Dean of Student Success and the Director of HR & Payroll Operations as appropriate. Students and employees may still be ordered off college property if necessary based the criteria listed above and are subject to the applicable College disciplinary policies and procedures.

A trespass warning advises a person that they are not authorized to be on College property and may be subject to arrest and prosecution for criminal trespass under Oregon Revised Statute 164.245 without further warning if they refuse to leave the property or return at any time in the future. Trespass warnings remain in full force and effect unless revoked by the appeal process.

Individuals who have received a trespass warning and wish to have their trespass warning lifted must first submit an appeal to the Director of Risk Management. The appeal may be made in writing to:

Appeals should be filed as soon as possible following the trespass warning, however; appeals will be accepted at any time. The trespass warning remains in effect during the appeal process. The appeal must contain all the following to be considered:

  • The reason the Appellant was on RCC property when the infraction that led to the trespass warning occurred.
  • ​The reason the Appellant needs to return to RCC property.
  • A statement as to what occurred in the Appellant’s opinion that led to the trespass warning being issued.
  • Any other facts the Appellant wishes to be considered.

The Director of Risk Management will personally review all appeals and reply to appellants within ten working days. The Director of Risk Management will consult with the Dean of Student Success and the Director of HR & Payroll Operations as appropriate. If an appeal is approved by the Director of Risk Management, the Appellant’s information and picture will be removed from the internal RCC webpage.

Should the Director of Risk Management decline to revoke the trespass warning, the Appellant can appeal to the Vice President of People, Culture, and Safety. The decision of the Vice President of People, Culture, and Safety is the final decision of the College and may not be appealed. If an appeal is approved by the Vice President of People, Culture, and Safety, the Appellant’s information and picture will be removed from the internal RCC webpage.
