Dear Student and Parent:

Welcome to the Rogue Community College (RCC) High School and Young Adult Driver Training program. Our driver training course is designed to teach the knowledge, judgment, and attitudes essential to safe and skillful driving. In the limited time available we are able to provide the majority of students an opportunity to become reasonably proficient in using the basic techniques necessary to operate a motor vehicle.

Important Notice on Tuition Cost and Certificates of Completion:
  • Only students who successfully complete the program while under the age of 18 with a valid Oregon instruction permit will receive the Certificate of Completion issued by the Oregon Department of Transportation (ODOT) and be eligible for any reductions in tuition.
  • Students who turn 18 years or older or obtain their license prior to completion are required to pay the full tuition of $500 and will not qualify for the ODOT Certificate of Completion, but will instead receive an RCC issued Certificate of Completion.
  • Only the ODOT Certificate of Completion will waive the drive test at the Department of Motor Vehicles (DMV) when applying for a license. This certificate waives the drive test portion only, and does not in itself qualify you for your driver license. Additional requirements must still be met through the DMV, and additional fees may apply.
  • While many insurance companies will accept either certificate for discounting purposes, all discounts are determined by the insuring agency and not guaranteed by RCC. It is important that you check with your insuring agency to determine whether or not a discount will be offered, and what the rate of discount will be.
Mandatory Course Requirements:
  • Thirty (30) hours of classroom seat time;
  • Twelve (12) hours of in-car instruction, consisting of six (6) hours behind-the-wheel and six (6) hours of observation;
  • Five (5) documented hours of supervised home practice, with signed verification form turned in;
  • Complete coursework with a cumulative score of 80% or better;
  • Successfully pass the in-class final written exam and final drive test with a score of 80% or better.

A certificate cannot and will not be issued until ALL of the above requirements are met and the paperwork has been returned to the office. Students have 90 days from the last class session to complete all course requirements and receive their Certificate of Completion, after 90 days it will count as a non-completion.


The Oregon Department of Transportation (ODOT) WILL NOT issue a Certificate of Completion if the student has not completed thirty (30) hours of classroom time, six (6) hours of behind-the-wheel training, six (6) hours of observation, and five (5) documented hours of additional supervised training. While one absence can be made up, multiple missed days may result in course non-completion.

Refunds are not guaranteed to any student who drops or is removed from the course after the first week of class.

Drive Appointment Cancellation Policy

We realize that there will be occasions when cancellation and rescheduling of your assigned drive times might be necessary, due to illness or emergency. If you are unable to attend one of your scheduled driving sessions, it is required that you notify your behind-the-wheel instructor and drive partner 24 hours prior to your scheduled drive time. If you cannot reach your behind-the-wheel instructor, please contact the RCC Driver Training office at 541-956-7116.

Important Notice: Absenteeism without notifying the behind-the-wheel instructor will result in a $25 rescheduling fee which will be charged to your account. Due to ODOT regulation, we are required to have at least two (2) students in a car at all times; the absence of one partner is cause for cancellation of the drive.

Behind-the-Wheel Guidelines:

Below are the requirements for every driver. Students who do not comply with these requirements will be considered absent and charged a $25 rescheduling fee.

  • Students must bring their instructional permit/license to ALL behind-the-wheel sessions.
  • Students must wear appropriate clothing and shoes to class. No sandals, flip-flops, or high heels allowed. Shoes must have a back to them and fit securely on the feet.
  • Sunglasses are highly recommended, but not required.
  • Student cell phones must remain off during drive sessions, including observation time.
  • Students must arrive on time and stay for the entire session. Arriving ten (10) minutes or more late will count as an absence.

In cases where intentional student misconduct results in additional fees to clean or repair the Rogue Community College Driver Training vehicles, all additional fees will be billed to the student.

Classroom Guidelines:
  • Be on time and attend ALL classroom sessions.
  • Be mentally and physically prepared for class. This includes having pens, paper, etc.
  • Treat all persons with respect and fairness.
  • Facilitate a positive learning environment. This will include demonstrating appropriate behavior and accepting responsibility for your actions and their consequences.
  • Communicate any problems that arise with the instructor.
  • Be "on task" with specified work during class time.
  • Cell phones are to be TURNED OFF during class time.
  • Adhere to ALL expectations outlined in Section 9 of the Student Rights, Freedoms, and Responsibilities titled "Student Code of Conduct and Procedures," a copy of which is located on our website at under the "Forms" tab in the left-hand column.
Final Drive Retake Fee:

If a student fails his/her final drive, it may be retaken for a $25 fee. All retakes must occur within the 90-day completion requirement. After 90 days, it will count as a non-completion.


Students have 90 days from the last class session to complete all course requirements. Failure to complete within this time limit will result in the student being charged the full tuition of $500 and ineligibility for either the RCC issued Certificate of Completion or the ODOT issued Certificate of Completion.

Medical or Special Needs:

For students who will be operating a motor vehicle, it is essential for reasons of health and safety that you disclose any disabilities which may affect you while driving:

  • Physical Disabilities; e.g., amputated or artificial limbs, low vision or limited peripheral vision, possibilities of low blood sugar, diabetes, migraines, epilepsy or other seizure disorders.
  • Emotional/Mental Health Disabilities; e.g., depression, bipolar, anxiety disorders or other related medications which may affect alertness or coordination.
  • Learning Disabilities; e.g., perceptual disabilities or others.
