HPOG is a study funded by the federal government which is being conducted to determine how these training opportunities help people improve their skills and find better jobs.  During the study, all new eligible applicants will be selected by lottery to participate in these training opportunities. 

Not all eligible applicants will be selected to participate in these opportunities.

Applicants must meet the following criteria for consideration:

  • Must meet low-income guidelines (less than or equal to 185% of the federal poverty guidelines. We can help you determine this information).
  • Must be a resident of Jackson, Josephine or Southern Douglass Counties.
  • Must be a US citizen or meet immigrant eligibility requirements for federal public benefits.
  • Must be able to pass a criminal background check.
  • Must not be enrolled in classes at Rogue Community College for two consecutive terms.
  • We welcome TANF participants.
